Hainan University is one of the 22 national education bases of Chinese Language authorized by the Overseas Chinese Affairs Office of the State Council. In September 1996, Ministry of Education authorized the university to enroll foreign students. Ever since then, thousands of foreign students from about 20 countries and regions have studied Chinese here. We have not only accumulated sufficient experience in teaching Chinese as a foreign language, but also had a good reputation for excellent teaching. On the basis of these achievements, with the support of the university leadership and the overseas Chinese, in June 2006, Hainan University founded her fourteenth college in charge of teaching Chinese as a foreign language and Chinese studies as well - College of International Cultural Exchange (CICE) which is the important sign of internalization of Hainan University.

The college is authorized to take charge of teaching, registration and management of international students and has set up the Dean's Office, Office of the Secretary, Office of the International students, Office of the Chinese Students, Department Office of teaching Chinese as Foreign Language, Office of Teaching Affairs, the second-order Library of the college, etc.

Currently, the college has 16 full-time teachers, including 2 doctors, 2 doctoral candidates, 6 teachers with senior academic titles, 90% of them with the master's degree, 50% of them with the experience of teaching Chinese and studying abroad, more than 85% of them with the Certificate of Teaching Chinese as Foreign Language authorized by the National Ministry of Education. The teachers are well-known for flexible methods and rich experience of teaching. In addition, the college also has more than 10 experienced part-time teachers. Apart from teaching task, the teachers dedicated themselves to the research on TCFL (Teaching Chinese as Foreign Language), Chinese language and culture according to their interests and professions.

The CICE starts to enroll the first batch of undergraduate students of Chinese as Foreign Language Education. This major specializes in "bilingual and bicultural", emphasizes on consolidating the students' basic knowledge and enlarging their scopes of knowledge, especially on cultivating their ability of comprehensive application, Chinese Teaching and primary scientific research. The establishment of this speciality will heavily promote the disciplines construction, enhance the teaching level and scientific research capability of the teachers. The college is in charge of the enrollment and management of all the overseas students of our university, the work of TCFL and the international cooperation and communication. The college specializes in setting up the International Students' Office and housing the full-time staff to manage and serve the overseas students all around. With the purpose of increasing the friendship between the Chinese people and the people all around the world, promoting the cultural and technological communication one another, the college enrolls all kinds of overseas students, including the long-term, short-term Chinese language learners, the undergraduate, postgraduate students in to different disciplines and short-term Chinese Language Training, etc. The Chinese language learners are mainly streamed into four levels: beginners, elementary (A, B, C), intermediate and advanced according to their Chinese proficiency. In addition, we offer HSK tutorial classes. Some optional courses are offered free of charge including Chinese history, Chinese painting and calligraphy, martial arts (shadow boxing), Peking opera and Hainan opera as well.

The college will make great efforts to develop TCFL and Chinese education worldwide, and take effective measures to explore a unique way of attracting more international students to study at Hainan University by making full use of the advantageous location of Hainan. We will actively reach out to establish relationships with overseas universities or welcome them to visit our university in order to seek bilateral or multilateral cooperation .with the pattern of "going out" and "coming in". The college has long-term cooperation with many universities of sending top undergraduate and postgraduate students to have further study in the world, such as Hawaii University, USA; Lyon University, France; Nanyang Technological University, Singapore; Chenggong University, Taiwan; Agricultural University, Thailand; Hongkong Science and Technology University; Newcastle University, UK and so on.
